From my understanding, eclipsed refers to the overall alignment of substituents, not specifically to whether the two methyl groups overlap. Anti and gauche describe the angle between specific groups within staggered conformations. Since the front and back groups are aligned in this Newman projection, the conformation is eclipsed regardless of whether the methyl groups eclipse each other.
