I’m uncertain about the ā€˜declining and then stabilizes’ part

According to Kaplan, phase 3 = inflection point then levels off. Phase 4 = ā€œconstant total population.ā€

Khan, same thing: phase 4 = birth and death rates low, balance each other out, population large, ā€œpopulation stabilizesā€ but no mention of population decline that I can see.
