this is interesting, i checked kaplan and uworld and they say "Discrimination occurs when prejudicial attitudes cause individuals of a particular group to be treated differently from others. While prejudice is an attitude, discrimination is a behavior. As prejudice typically refers to a negative attitude, discrimination typically refers to a negative behavior. "
