Maybe a better change would be “Can someone who is mentally ill be competent to stand trial?” since the card is getting at the fact that mental illness does not mean incompetence to stand trial, since as you mentioned competency is defined separately from illness??
Re: I feel like its helpful to briefly understand how competency is determined to add some depth to the card. Without context, changing the card to “can someone…” doesn’t accomplish anything more than the original.
