DNA has:
Template strand (noncoding, antisense, negative (-) strand)
- This strand serves as the template for RNA polymerase during transcription.
- The mRNA sequence is complementary to this strand
Coding strand (sense, positive (+) strand) - This strand does not get transcribed, but it has the same sequence as the mRNA (except thymine (T) in DNA is replaced by uracil (U) in RNA).
So, technically this card is also correct. The negative (noncoding) strand is complementary to the mRNA that it encodes.
However, you are also correct that there is a negative (noncoding) sense RNA strand that is complementary to the mRNA is encodes such as in the case of viruses.
The extra section though is kind of all over the place in that it seems to refer to both situations/scenarios.
What’s your thoughts? could change this to DNA/RNA strand? its confusing with the extra section especially given the main graphic.
Does the MCAT test on non-coding RNA at all? As a concept or term?
Unless I’m mistaken, coding and non-coding, at least for the MCAT, are terminology exclusively reserved for DNA stands.

Noncoding is reserved for DNA I believe as you suggested. But Ive had several question where an understanding of positive sense vs negative sense RNA is needed. Regardless, the original intention of this card was intended to suggest negative sense RNA. At one point someone incorrectly added the term noncoding (prior to you) which later caused you to accept an edit to change the card from RNA to DNA to then make this card correct. I checked the UWorld question associated with the change to add noncoding before RNA and it does not support this change. I can dm you a picture of the question if you would like. Regardless, the card is now correct but its original meaning/topic changed but the extra section has remained the same.

If we are going to keep all this info (graphic + big paragraph) about positive and negative sense RNA at all we should swap the order so that the positive/negative sense DNA is on top in the extra section.
