Lower menu formatting issues that briefly resolves on restart are begins again once start starts.

Can you disable all add-ons except AnkiHub and see if this repeats?
What Anki version are you on?
it appears it must be an issue with an add-on. It does not occur when things are disabled.

Most UI modifications are indeed a function of add-ons. It could be that the particular add-on in question needs to be updated, or is conflicting with another, separate, add-on. It might be necessary to disable various add-ons until you discover which is the likeliest culprit.
