why are there buried cards in the step 1 deck? are these not important?

Do you mean buried or suspended?
Cards can be buried based on the settings you choose in a given deck:
Cards are buried based on their relationship to sibling cards. It’s not related to their importance; rather it’s related to their similarity. You can choose to bury, or not, based on this similarity at your preference.
