Can users not subscribed to any paid plan publish their decks and make them available for other paid and/or unpaid users?

Hello!
Free-tier users that do not have a AnkiHub subscription cannot publish decks. You must have a AnkiHub subscription to do so.
Also, free decks are set by AnkiHub and other users cannot choose to make their decks free to the public for non-paying users at the moment.
