I bought the AnKing deck yesterday and added the add on tool. I then sync my anki to ankihub and it only installs the introducing deck which only has 1 card.

This is because you have not subscribed to the AnKing step deck yet
Try subscribing to the anking step deck on AnkiHub and then clicking sync in your Anki. This will prompt the install

That is your subscription to Ankihub as a whole. However, Ankihub hosts many hundreds, or thousands, of decks. Once you are a member you are free to select which decks you would like to choose to study (of which the Step Deck is one).
Once you are a member, you do this by navigating to ankihub.net and selecting the deck you’d like to use; you can click on the blue ‘subscribe’ button and go from there:
