How do I make changes to tags that will reflect in the decks of those that subscribe to it? For example, if i wanted to delete a tag from a card, is there a way to have that tag removed from the cards of those that are subscribers? Same if I wanted to make chages to tags
Yes, just change the tag then suggest that card.
For example
Your tag is Bradley::Medicine::1
Click on it in the tag section and change it to whatever you want, for example Bradley::Medicine::2.
Then click suggest and accept as maintainer and now when people sync that tag should be removed and changed for everyone.

Is there a way to undo changes I’ve made locally on my deck? I made a bunch of changes locally to tags thinking they would change when I synced since I’m the deck owner and didnt suggest the changes. Would unsubscribing and re-subscribing undo these changes so I can do them again amd make sure to actually suggest them?
You can do this by resetting your local changes. To do this:
Go to browse in your Anki → at the top click on ankihub addon tab → press reset all local changes
This will restore everything to what AnkiHub has unless you have specifically protected those fields
