How to upload new cards to a collaborative deck?

I watched the videos and read through the docs for info on this but I couldn’t find an answer.

After having created a collaborative deck. How do I upload changes to this deck? I thought it would do it automatically as I add cards to it and sync, but it ended up that my Ankiweb deck was differing from the Ankihub online deck. My subscribers couldn’t see my new notes.

Also, are maintainers allowed to add cards just like I am? Or is the only was to add new cards through suggestions?
