After I hit again on a learning card, I am not getting it back in 20 minutes. I can tell cards are being added to the learning category because the number is increasing, but I am no longer seeing the cards I hit again on until I finish the entire learning deck

Try using these settings to make learning cards a priority. Be sure to click the arrow to the right of the save button and select “Save to All Subdecks”:
If that doesn’t work, here’s what might be happening:
If you hit “Again” and that’s the only card to be reviewed, you will see it in 15 minutes. However, if you have many cards that you’ve marked as “Again,” they are displayed in the chronological order that you failed them. This means that depending on your review speed, you may see the card again after more than 15 minutes have passed.

Were your settings different from the ones in my screenshot? If you could please provide more information, screenshots are ideal.
The issue depends on what you mean by a “learning deck.” Cards that you press “Again” on will be prioritized to return to you as soon as their interval has passed if the setting I showed you is selected. So, in a deck, they have priority over new (blue) and review (green) cards. However, if by “learning deck,” you mean a deck that only contains red cards (cards in the learning phase), they are ordered chronologically, and one red card cannot have priority over another.
For example, if I have 100 red cards and start reviewing them, it will take much more than 15 minutes (which is their “Again” interval) to do the entire deck. So, if I am on the 50th card, have already hit “Again” on the first 10 cards, and half an hour has passed since I started studying, those first 10 cards will only appear after I review the other half of the deck. Lastly, please make sure you are changing the settings for the specific deck where you’re experiencing the issue. If you change the settings for a preset that is not applied to that deck, it will not work. Please send us a screenshot of your deck settings so we can see if this is happening.
