Overap between step 1 and 2 decks

Do the step1 and step2 decks have overlap? If so, are they both cross tagged? (I click on the step 1 deck and it’s 31k and the step 2 says 26k; are overlapping cards included in both?)

If I’m prepping for step2, do I need to venture into the step1 deck? Or will the step2V12 have it all?
