tthe anking step 2 tags show 20K cards but the shelf tag is around 13k cards, why is there an additional 7k cards for step 2?

Since the Step 2 tag has cards tagged for BNB and Sketchy, these resources might sometimes explain Step 2 topics using Step 1 cards, so there might be more cards in the overall Step 2 tag rather than just the shelf tag.
The discrepancy in number just depends on what resource you’d prefer to use, it does not mean that all the step 2 tag must be completed for Step 2
