Solution: Reset Local Changes
Open Anki and go to the Browse screen
In the menu bar at the top, click on AnkiHub
Press Reset All Local Changes
Select the AnKing Step Deck from the list

The AnKing Step deck has not used subdecks in a number of years. It may be that you’ve created some subdecks locally, though the AnkiHub copy of the deck does not have them on the server side.
That being said, you can make subdecks if you prefer to have them. There are no set rules there, it’s entirely up to your personal preference how, and if, you’d like to organize your local collection. Happy to walk you through how to create subdecks if you like

I’m sorry perhaps I’m not expressing my problem properly.
I downloaded the anking step deck today but as of right now I only have the cardiovascular system related cards, nothing else for example GI, CNS, Resp., etc. How do I make it so that I can have ALL the cards in the deck I’ve subscribed to.
The AnKing Step Deck doesn’t have subdecks by default, so you’ll need to unsuspend the cards you want to study using their tags. You can follow this tutorial: How to Get Started Studying
Then, you can create your own subdecks and move cards into them. To do this, select a tag, click on a card, press Ctrl+A (or Cmd+A on Mac) to select all, and then right-click to choose the “Change Deck” option.
