I have a V11 and a V12 user. How do I copy my review history from the V11 user and apply it to the V12 user so I can update the V11=> V12 and have all my cars on the V12 profile ?

You just need to install the ankihub addon, subscribe to anking overhaul, then sync. It will update all your cards while keeping the review history

Ideally, you should only use the V11 user. Otherwise it might cause issues.
You can just go to the v11 user and install and sync there. You cannot transfer review history and update to V12 from user to user like you are suggesting.
All the cards will be automatically updated once you sync and install V12. Your review history will stay perserved
That makes sense. Just to clarify one more time so I don’t lose my data, when I’m in my V11 user (which I only have reviews from Cardio and GI on), and it says, “Your decks here and on AnkiWeb differ in such a way that they can’t be merged together, so it’s necessary to overwrite the decks on one side with the decks from the other.” I should press download from Anki Hub and it will overwrite with my V12 user data that’s sync’d to AH while saving my V11 review data from those two subjects?
It depends.
Did you install v12 on your your v11 user? If you have, then you need to press upload.
Ankiweb and ankihub are different services. Clicking download from ankiweb has no relation to ankihub, and it might overwrite your data if you haven’t synced.
99% of the time, when users just installed the v12 deck on their profile and that prompt pops up, then they should click upload to ankiweb
