I believe that is the crux of the issue here. Command+shift+J is not the shortcut to suspend cards, it is the shortcut to bury cards. Thus, you’re burying for the day which are then are reappearing the following day (as is the function for burial).
In order to suspend cards from the browse screen, you’ll want to use command+J
