Filtered Decks: Rebuild without skipping learning steps

Hiya! I am studying for shelf exams currently and using Anking’s method of using filtered decks to sort by rotation (pediatrics, surgery etc.), however, when I unsuspend new cards, in order to add it to the filtered deck I have to press “rebuild”. When I do this, however, I have noticed some of the cards I have already done skip their learning steps. I.e. if a card I did yesterday was answered with “good” and is meant to show up in 3 days, it would instead show up immediately. Is there anyway to get around this? Thank you so much!

FYI: I have is:new set as filter 1 and is:due set as filter 2.

What version of Anki are you running? Can you also send a screenshot of your filtered deck options as well as your deck settings?

When I “Empty” the decks, it shows that I have 245 (AnKing) and 15 personal in “due”. But, when I rebuild my decks, it creates a new deck with 525 “due”…
