It depends a bit on what you’re shooting for. But, the core detail here, no matter what you choose, is that most of the cards will be the same anyway.
Very strictly speaking, the ‘resources by rotation’ cards are tagged a bit more loosely, around what’s useful on a rotation (perhaps obviously), whereas the !shelf tags are more closely hewn to what’s likely to show up or be testable on NBME-style exams.
But, you can look at both and see that the overlap is so large as to be overwhelming:
FM under ‘resources’: 2300-ish cards.
FM under !shelf: 1900-ish cards. - Cards that are tagged by both: 1700-ish cards.
Six of one, half a dozen of another, really. Mostly just comes down to your aims, time management, tolerance for suffering, all the classic stuff. All roads lead to Rome, ultimately
