I literally picked every tag in the deck with cardio in it and tried to make a cardio deck
Also, for all those tags you selected, did you unsuspend all the cards in those tags?
of the cards that showed up in the deck, after the tags were selected I unsuspended the tags. Is it possible to unsuspend all the cards in the deck?
Yes, you can
Go to browse → decks → find anking overhaul for step 1 and 2 → click on a card → cmd + A (ctrl + A for windows) → right click and toggle suspend (there should be no check mark next to toggle suspend after you do it i.e. the cards should not be yellow)
After this, go to your custom study and click “rebuild” at the bottom
I think it worked, went from 25 cards to 68, that seems more reasonable

For step 1:
I am trying to use this deck, but I am new to anki. I already did the deck course, but I am still not able to figure this out. No cards are showing for me to be able to unsuspend in the step 1 section. I also thought AnKing was providing anki cards that were not necessarily linked to a service (ie, not B&B, Pathoma, etc). Please help. I have attached pictures of what my desktop is showing.

Try this first:
Please try resetting your local changes. To do this:
Go to browse in your Anki → at the top click on ankihub addon tab → press reset all local changes
This will restore everything to what AnkiHub has unless you have specifically protected those fields
